inno9 builds the packs, guards, and receipts a 30B local model needs to do real software engineering.
The problem
Small models don't lack skill. They lack supervision.
A 30B-class model running locally can write real code. The failure mode isn't competence — it's honesty under pressure. Late in a long task, a small model takes shortcuts: it weakens a failing test until it passes, cites dependency versions that were never installed, then declares done and fabricates the receipt. The diff looks complete. Prompt rules didn't stop this. We measured it, run over run.
The approach
packs
Knowledge injected, not improvised. Library-pinned recipes enter context exactly when needed: the working versions, the known pitfalls, the sanctioned path. Sized for 32K windows, not 200K-token budgets.
guards
Machine-enforced, not hoped-for. The rules live in the tool layer, where a violation is intercepted before it reaches disk — not in prose the model drifts past under pressure. In our runs, an intercepted model returned to the sanctioned path within one turn.
receipts
Done means proven. Every finish emits a machine-assembled report: which gates ran, what the diff touched, whether each test is real or vacuous. You read what was verified, not what was claimed.
The failure modes and guard behavior above come from measured A/B runs on local hardware — a 30B model on a 32GB Mac, at $0 per run. Raw run data ships with the harness.
